Actually Geoff Downes was in The Buggles, so technically he was in a new wave band. He did form Asia, and then joined Yes. I guess his other bandmates, Wetton, Palmer and Howe were more Progressive Rock being in King Crimson, ELP and Yes. I can see your point of them not really being new wave.
